C-TEC Announces Retirement of Longtime Superintendent Joyce L. Malainy, Ed.D.
Newark, OH- The Career and Technology Education Centers of Licking County (C-TEC) announces the upcoming retirement of Superintendent/CEO Joyce L. Malainy, Ed.D., after 15 years of leadership. Dr. Malainy, the longest-serving superintendent in C-TEC’s 50-year history, has significantly advanced career and technical education in Licking County and across Ohio.
During her tenure, Dr. Malainy has overseen remarkable growth at C-TEC, increasing student enrollment by over 50%, maintaining a 98% secondary graduation rate, and achieving a 96% post-secondary program completion rate. Her leadership has expanded C-TEC’s programs to include 15 new satellite offerings and multiple secondary and post-secondary workforce development initiatives aligned with regional economic demands.
Collaboratively with C-TEC CFO, Benjamin R. Streby, C-TEC achieved financial stability, growing its financial reserves from $250,000 to over $14 million without the passage of new levies. This fiscal success supported the introduction of programs such Veterinary Sciences, and several new Satellite programs, including the new Electrical Trades program at Johnstown High School, the OTC Plus Phlebotomy Program, and numerous industry-aligned training opportunities.
Dr. Malainy has been a respected advocate for career technical education (CTE) at the state and national levels, often testifying before the Ohio Senate and House on legislation impacting CTE. She represented Ohio CTE at key events, including a JobsOhio visit to the Intel Plant in Chandler, Arizona, and met with Ohio’s governor to discuss expanding workforce pathways.
“Dr. Malainy’s leadership has elevated C-TEC’s reputation as a premier provider of career and technical education,” said C-TEC CFO Ben Streby. “Her dedication to student success, community engagement, and innovation is her legacy.”
Malainy’s career in education spans four decades, with roles ranging from instructor to executive director in Licking County and beyond. Dr. Malainy holds a Doctor of Education from the University of Sarasota, a Master of Arts in Adult Education, and a Bachelor of Arts in Home Economics, both from The Ohio State University.
A dedicated community leader, she has served on numerous boards and committees, including the Licking Memorial Health Systems Board of Directors and various Ohio Department of Education advisory groups.
Dr. Malainy will retire effective January 31st, 2025.
